“Taking
It to the States”: A Funding Opportunity for a State-Based LiLA Initiative
CAEL
is issuing a Request for Proposals (RFP) for a funding opportunity to
support a state-based Lifelong Learning Account (LiLA) demonstration initiative.
With support from Lumina
Foundation for Education, CAEL is making available through a competitive
process $75,000 to support the planning and implementation of a LiLA demonstration
initiative in one state. Letters of intent to apply are due on May 11(optional,
but strongly recommended), and full proposals are due on July 29, 2007.
The period of performance for the grant will be from September 2007 through
October 2008. |

What are LiLAs? LiLAs are worker-owned, employer-matched portable education and training accounts used to finance lifelong learning. They are similar in concept to 401(k) retirement accounts except the funds can be used for education and training throughout one’s lifetime. CAEL’s vision is for every worker to have access to a LiLA. CAEL is working with partners across the country to promote policy in support of LiLA.

LiLA Policy Update Federal
Policy: State Policy: Hawaii - As part of her economic development "Innovation Package," Governor Lingle introduced legislation in January of this year that would provide refundable tax credits to workers for LiLA contributions as well as credits to their employers for matching contributions. Over the last few weeks, several state legislators, led by Representative Cindy Evans have worked with the Governor's office to advance LiLA legislation through the Hawaii House of Representatives and Senate. Readers can follow the progress of the bill (HB 916) here. Missouri and Kansas - Leaders from both states have launched a LiLA demonstration in the Kansas City metropolitan area supported in part by a U.S. DOL WIRED grant. The LiLA initiative is one of 18 interrelated initiatives in KC's regional workforce vision. California - The Institute for Business Performance of the San Jose/Evergreen Community College District has received funding through the California Community Colleges Chancellor's Office to provide regional leadership for planning a regional LILA demonstration in the Silicon Valley area. Maine - The Maine Department of Labor and its partners are rapidly adding employer sponsors to the state LiLA initiative. This state's leadership in both the state and federal policy fronts has really helped build momentum for LiLAs nationally.
