“Taking
It to the States”: A Funding Opportunity for a State-Based LiLA Initiative
CAEL is issuing a Request for Proposals (RFP) for a funding opportunity to support a state-based Lifelong Learning Account (LiLA) demonstration initiative. With support from Lumina Foundation for Education, CAEL is making available through a competitive process $75,000 to support the planning and implementation of a LiLA demonstration initiative in one state. Proposals are due July 29, 2007, and applicants should submit a letter of intent prior to that date (rolling deadline). The period of performance for the grant will be from September 2007 through October 2008. The RFP and updated information are posted here: www.cael.org/states.htm.

What are LiLAs? LiLAs are worker-owned, employer-matched portable accounts used to finance lifelong learning. They are similar in concept to 401(k) retirement accounts except the funds can be used for education and training throughout one’s lifetime. CAEL’s vision is for every worker to have access to a LiLA. CAEL is working with partners across the country to promote policy in support of LiLA.

Atlantic Philanthropies Grant: San Francisco Older Worker Demonstration San Francisco - This Fall, The Council for Adult and Experiential Learning (CAEL) will launch a new Lifelong Learning Account (LiLA) pilot project focused on serving the needs of minority and lower-income older workers. In this pilot, CAEL, in partnership with Jewish Vocational Service, is exploring how LiLAs can be helpful in supporting older workers wanting to explore new avenues for work. The pilot is funded by a $1.41 million grant from The Atlantic Philanthropies and will run for three years following a six-month planning period. View the press release. To read more about these and other state policy initiatives, click here In Other CAEL News… CAEL has just received a grant of $350,000 from the Lumina Foundation for Education for the second phase of a project to examine state-by-state performance on enhancing educational access and success for adult learners. The goal of the project reflects CAEL's mission: to remove barriers that adult learners encounter in their pursuit of postsecondary education. Implementing a Comparative Analysis of State Performance on Adult Learning has two interrelated components: a data-based Comparative Analysis of State Performance on Adult Learning to highlight the strategic importance of adult learning to economic development priorities in this country and an Adult Learner Policy Framework Review or audit to encourage each state to compare its own policies to an adult learner-focused policy framework that CAEL created in order to improve the state's responsiveness to adult learners.
