Trace Downey, J.D.

Contract Manager

Trace Downey joined CAEL in 2022. In his role as contract manager, he oversees CAEL's legal document review, approval, and contract execution processes. Downey has an experienced background in corporate compliance and contract management. He is well-versed in learning and development, legal affairs, policy development, project management and program development.

Downey most recently served as compliance, contracts & legal affairs manager and operations chief of staff at online retailer Jane.com, where he worked with copyright infringements, corporate contract filings, privacy policies and terms of use, and developed training for employees and vendors on compliance issues and IP laws. Prior to that he was a contracts officer and a legal staff specialist working in clinical trials and other funding agreements at the University of Utah’s Office of Sponsored Projects. Downey previously also served as public policy advocate at the Civil Rights & Public Policy Clinic, S.J. Quinney College of Law in Salt Lake City, where he advocated before the Utah Legislature and helped research the impact of the “School-to-Prison Pipeline” on Utah students.

Downey received a bachelor’s in communications from the University of Utah, with an emphasis in journalism. He earned his J.D. from the Quinney School of Law at the University of Utah, where he received multiple awards in counseling and negotiation and interned for the ACLU of Utah, where he assisted on cases before the Utah Supreme Court. Downey enjoys hiking, reading, fishing, and taking his chocolate Miniature Schnauzer (Mocha) on walks.
