The CAEL team draws great strength from its varied set of backgrounds and skills. But we hold one very important quality in common: dedicated expertise in forging the connections between learning and work that adult learners—and their communities—depend on for social mobility and economic equity.
Laura Heller
Senior Director, Initiatives - Lead
Laura Heller joined CAEL in 2022 and brings a wealth of experience in workforce and economic development, with a focus on data-informed strategies to support adult learners and underserved populations. In her current role, she leads projects that integrate career and competency mapping, stakeholder engagement, and cross-sector collaboration to drive meaningful impact for postsecondary institutions and their partners. She also oversees efforts to connect educational institutions with employers and workforce development organizations, fostering alignment that promotes career advancement opportunities for adult learners.
Heller has deep expertise in federal grant management, apprenticeships, and strategic project oversight. Prior to joining CAEL, she served as Director of Administration at Midwest Urban Strategies, where she collaborated with workforce development boards across the Midwest region to drive innovative solutions and promote economic transformation at the local level. Previously, she was Regional Director for nationally recognized local workforce intermediary WRTP/BIG STEP, where she managed construction trade programs, ensured compliance with regulatory requirements, and spearheaded strategies to address workforce gaps and promote economic diversification.
In 2024, Heller completed Strada Education Foundation’s Extraordinary Leadership program, further strengthening her leadership capacity to innovate within education and workforce ecosystems. A relationship-builder at heart, she is passionate about connecting communities and leveraging partnerships to create inclusive, sustainable pathways to economic mobility.
Heller holds a bachelor’s degree in English with a focus on Professional and Technical Writing from the University of Wisconsin–Milwaukee and resides in Milwaukee, Wisconsin.
