“Learning mobility leads to economic mobility,” said Earl Buford. “Joining this coalition amplifies our collective capacity to ensure educators, trainers, and employers recognize the competencies people already possess and connect them directly to rewarding opportunities.”

Learning Mobility Coalition members represent higher education, employers, workforce development, and state systems. Their landmark collaboration is centered on the shared goal of making learning “move with the learner.” It envisions a future in which portable learning records will accurately and universally reflect the competencies learners and workers have attained through education, training, work, and other experiences.

Awareness is growing that learners and workers build competencies across diverse learning experiences. But policies and procedures for documenting them are fragmented across institutions and systems. The inconsistencies result from technological and alignment challenges.

With support from Walmart, the coalition will draw upon its complementary expertise and national reach to address both. It will prioritize interoperable learning records, technical assistance, strengthening institutional capacity, shared infrastructure and standards, and institution-marketplace bridges that connect learning records to talent marketplaces that help learners pursue education and employment opportunities.
