Senior Director of Partnership Development
John Hawkins joined CAEL as senior director of partnership development in 2021. He specializes in workforce and economic development, strategic workforce planning, comprehensive planning, and labor market data analytics. He has worked on numerous projects related to industry sector strategies, labor market demand, and workforce availability, and has performed benefit-cost analyses and economic impact analyses for workforce development boards and other organizations throughout the U.S. Hawkins has led numerous workshops and training events on best practices for using labor market analytics in workforce and economic development, and on labor market information requirements under the Workforce Innovation and Opportunity Act.
He holds master’s degrees in civil engineering (focus: transportation systems planning) and regional planning (focus: community economic development) from the University of Idaho. He is certified in the use of labor market data and is a certified Strategic Workforce Planner. Hawkins also served on the Board of Directors for the National Association of Workforce Development Professionals (NAWDP) from 2016-2019 and remains an active member.
Areas of Expertise
Hawk has extensive experience in using labor market information for program design in postsecondary education and workforce development, and in linking education with economic and workforce development in regions/communities. Other areas of expertise include developing employer partnerships, employer talent development strategies, career pathways, upskilling/reskilling, career exploration, talent attraction, and federal workforce funding streams.
