Rob Garcia
Director, Initiatives
Rob Garcia joined CAEL in July, 2022 as director of initiatives and is responsible for managing CAEL’s workforce & economic development projects that focus on using data to support competency/career map development and stakeholder engagements to maximize client impact for adult learners.
Garcia most recently served as workforce and safety specialist for Associated General Contractors of Georgia, where he led all workforce development and talent pipeline strategies, as well as all safety initiatives, programs, and campaigns for AGC Georgia and its member contractors. Before joining AGC Georgia, Garcia was the manager of Business Leaders United for Workforce Partnerships (BLU) with the National Skills Coalition in Washington, D.C., where he managed all industry-focused state and federal workforce policy advocacy efforts, including BLU’s chamber-led affiliate network across 15 states. He was also active in the workforce and talent development space at the Cobb Chamber and SelectCobb in metropolitan Atlanta, Georgia, and he brings a wealth of workforce and economic development experience to his role at CAEL.
Garcia holds a bachelor’s degree in finance from the Raymond J. Harbert College of Business at Auburn University.

Areas of Expertise
Garcia has extensive experience in industry and sector partnerships, including state policies that support the development and expansion of those partnerships. He also has expertise in facilitating broad coalitions of stakeholders around strategy and policy development, program design, and outreach campaigns.
